Assistant Bureau Chief, Human Resources - KDOT

    The Assistant Bureau Chief position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Human Resources. This position serves as the Assistant Manager Bureau and will work on projects in areas designated by and under the direction of the Bureau Chief or as delegated. For this office to be responsive to the needs of our agency, this position will be assigned to handle special projects and initiatives.

    The Assistant Bureau Chief performs duties requiring research and development of policy and procedures and in some cases a pilot and evaluation. This position also coordinates special projects across bureaus within the Administration Division, attends meetings, conferences, etc. in the absence of the Chief, and is required to work directly with the Legal division in developing/updating KDOT’s policies and procedures. The Assistant Bureau Chief also directly supervises Human Resources Teams as assigned.

    Job Responsibilities may include but are not limited to the following:

    Acts as the Assistant Manager to the Bureau Chief of Human Resources, providing full performance human resource management work for all services offered by KDOT’s Bureau of Human Resources and the Department of Administration.
    Provides supervision, advice and leadership to HR staff within the Bureau and the Districts regarding HR program areas; Participates in the development, revision, maintenance and implementation of agency policies, procedures, and pilot programs and provides supervision and training to Bureau and district HR staff related to proper processes for HR complaints or issues.
    Provides guidance to staff in the Bureau of Human Resources, overseeing employee transactions into the statewide SHARP payroll system, benefits including health insurance, disability, shared leave and KPERS retirement.
    Monitors and resolves issues with delegated authorities for HR functions; communicates and seeks input through regularly scheduled meetings and emails.
    Performs other duties as required or directed, including but not limited to representing KDOT on personnel issues, meeting with organizations, and HR training.
